Smart Spectrum: Statement on Entity Listing by the U.S. Department of Commerce

(hereinafter referred to as "Wisepac") is concerned that the Bureau of Industry and Security (BIS) of the U.S. Department of Commerce has proposed to add Wisepac and its subsidiaries to the list of export controlled entities. This decision lacks factual basis and we strongly oppose it.

Smart Spectrum is transformed from the achievements of Tsinghua University. As the earliest large model enterprise in China, it has invested in the research and development of GLM pre-training architecture since 2020, released GLM-130B, a Chinese-English bilingual giga-scale pre-training model with open source in 2022, launched ChatGLM, a giga-billion-base dialog model, in 2023, and launched the new-generation base large model GLM-4 and GLM-4-Plus in 2024, which is benchmarked against the world's advanced level.

Smart Spectrum is firmly invested in technology. Based on the independent original GLM series model, the open platform bigmodel.cn, built on the concept of Model as a Service (MaaS), is continuing to bring about innovative changes in AI for thousands of industries.The C-end product, Zhi Spectrum QingYin, has helped tens of millions of Chinese users to use homemade AI assistants and serve the society with AI.

In view of the fact that Wiseplan has mastered the core technology of all-link large model, the inclusion in the list of entities will not have a material impact on the Company's business. Wiseplan is capable of and will focus more on providing world-class big model technology, products and services to our users and partners. Meanwhile, the Company will continue to actively participate in global AI competition and always promote the development of AI technology with the highest safety standards and the principles of fairness, transparency and sustainability.
